In order to implement the spirit of the 20th CPC National Congress, actively and steadily promote the work of carbon peak and carbon neutrality, give full play to the positive role of distributed photovoltaics in promoting the construction of my country's new energy system, and focus on solving problems such as the limited access of distributed photovoltaics to the grid, it is planned to select some typical provinces across the country to carry out pilot work on the evaluation of the carrying capacity and improvement measures of distributed photovoltaic access to the grid, gradually explore and accumulate experience, and lay the foundation for the comprehensive promotion of relevant policies and measures. The relevant matters are hereby notified as follows:
I. Scope of the pilot program
Taking into account factors such as the growth rate of distributed photovoltaic installed capacity, installed capacity, and photovoltaic consumption and utilization in recent years, six pilot provinces, namely Shandong, Heilongjiang, Henan, Zhejiang, Guangdong and Fujian, were selected, and 5-10 pilot counties (cities) were selected in each province to carry out pilot work.
II. Relevant requirements
The energy authorities of each pilot province are requested to work with power grid companies to actively and orderly carry out the pilot work in accordance with the requirements of the "Pilot Implementation Plan for the Assessment of Distributed Photovoltaic Access to the Grid Carrying Capacity and Improvement Measures", and complete the annual research and evaluation and results announcement related work on schedule. The National Energy Administration will organize spot checks and improve the assessment methods on this basis.
The energy authorities of the pilot provinces should coordinate and promote all pilot work in the province. The power grid companies in each province are responsible for the specific research and analysis of the grid carrying capacity and improvement measures in their business areas, and assist the energy authorities of the province in making relevant announcements. The dispatched agencies of the National Energy Administration will work with local energy authorities to supervise the conditions for distributed photovoltaic access to the grid, accept opinions and suggestions from all sectors of society, promptly reflect problems encountered in the promotion of work, and promote the healthy and orderly development of distributed photovoltaics. Non-pilot provinces can carry out relevant work based on the actual situation of their provinces (regions, cities) and refer to the pilot provinces.
The pilot work will last for one year.
