Yiyang City's Three-Year Action Plan for Building a Regional Advanced Carbon-Based Composite Materials "Carbon Valley" (2023-2025)<\/strong><\/p>\n This action plan is formulated to consolidate the city\u2019s carbon-based industrial foundation, guide the clustering of enterprises in the industrial chain, develop in the direction of high quality, high performance and high added value, and accelerate the creation of a regional advanced carbon-based composite material \u201cCarbon Valley\u201d.<\/p>\n 1. Basic conditions<\/p>\n In 2004, the "Preparation Technology of High-Performance Carbon\/Carbon Aviation Brake Materials" completed by Academician Huang Boyun's team won the "National First Prize for Technological Invention". The following year, Jinbo Technology (now Jinbo Co., Ltd.) settled in Yiyang High-tech Zone, opening the road to exploring the civilian use of carbon-based composite materials. At present, the carbon-based composite material industry in our city, with Yiyang High-tech Zone as the main body and Jinbo Co., Ltd. as the leader, has begun to take shape. First, the industrial development is timely. Carbon-based composite materials are one of the most active and rapidly developing fields in the new materials industry. Hunan Province has formulated and issued a three-year action plan for the carbon-based materials industry chain to build a domestic advanced carbon-based composite materials research and development and achievement transformation base. Our city is in a rare opportunity to accelerate the development of the carbon-based composite materials industry. Second, industrial agglomeration has begun to take shape. In 2022, the city's carbon-based composite materials industry will achieve an output value of 4.2 billion yuan. There are 20 carbon-based composite materials industry chain enterprises such as Jinbo Co., Ltd. and Huatuo Carbon, including 1 local listed company. The "Advanced Carbon-Based Composite Materials Industry Cluster" was selected into the list of provincial advanced manufacturing industry clusters for cultivation. The Carbon Valley Industrial Park, which is led by Jinbo Co., Ltd., has a planned land area of 2,700 mu, more than 1,200 mu of land has been provided, with a total investment of about 20 billion yuan. It has been listed as a key industrial project of the province, city and district. Third, the product technology advantages are obvious. Jinbo Co., Ltd. is a leading domestic manufacturer of advanced carbon-based composite materials. The city's carbon-based composite materials companies have established a good industry-university-research cooperation relationship with domestic and foreign universities and research institutes, and have implemented 58 strategic cooperation projects with well-known domestic companies such as Longi Co., Ltd., Zhonghuan Co., Ltd., JinkoSolar, Zhongke Xingcheng, and Shenli Technology. It has more than 20 national and provincial R&D institutions, dual innovation centers, and technology centers. The conversion rate of scientific and technological achievements and patented technologies has reached more than 70%, and it has participated in the formulation of 5 national industry and local standards. Our city's carbon-based composite materials and related products are exported to more than 20 countries and regions in the Americas, Southeast Asia, and Eastern Europe. Fourth, the supporting industries are gradually improved. The Zhoushan substation and expansion project, the Chuantan substation project, and the direct supply of natural gas sub-high pressure pipeline project have been completed and put into operation. The Dadongbu water supply system renovation and expansion project is about to start construction, which will effectively guarantee the water, electricity and gas needs of the Carbon Valley Industrial Park project. The second phase of the Carbon Valley Industrial Park project is accelerating, with an investment of nearly 10 billion yuan. The capacity expansion project of Jinbo Co., Ltd. has been put into production, and related companies such as Jin Silicon Technology, Jingzhou Co., Ltd., Jinbo Hydrogen Energy, and Yida Technology will be completed and put into production one after another.<\/p>\n II. Overall requirements and development goals<\/p>\n (I) General requirements. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th CPC National Congress, accelerate the realization of the beautiful blueprint of "Three Highs and Four New", integrate into the strategic deployment of "Strong Provincial Capital", focus on key areas such as high-performance carbon fiber and its composite materials, silicon carbide materials, graphite and graphene materials, adhere to the development direction of "agglomeration, scale, and high-end", aim at the basic goal of "expanding scale, strengthening industry, and making brand famous", take Yiyang High-tech Zone as the main body, take Jinbo Co., Ltd. as the leader, gather a group of carbon-based composite material production, application and service-oriented enterprises with advanced technology and good benefits, and create a domestic first-class and provincial leading regional advanced carbon-based composite material "Carbon Valley".<\/p>\n 2. Development Goals<\/p>\n 1. Scale benefits. By 2025, the output of carbon-based composite materials will reach more than 5,000 tons, the annual output value will reach more than 8 billion yuan, the annual profit and tax will reach more than 1.2 billion yuan, the annual average growth of output value will reach more than 25%, and more than 5,000 people will be employed. More than two large-scale carbon-based raw material enterprises, more than five small and medium-sized carbon-based composite material application enterprises and related service enterprises will be introduced to ensure that the series of projects in the Carbon Valley Industrial Park are put into production and achieve results.<\/p>\n 2. Innovation capability. By 2025, the proportion of R&D expenditure of key enterprises in the carbon-based composite materials industry to main business income will basically reach more than 4%, the average annual growth of industrial technical transformation investment will be more than 12%, more than 50 new invention patents will be added, and more than 3 national and provincial scientific and technological innovation platforms such as enterprise research institutes and engineering research centers will be added, striving to achieve breakthroughs in national and provincial scientific and technological awards.<\/p>\n 3. Enterprise cultivation. By 2025, Jinbo Co., Ltd. will be cultivated into an enterprise with an output value of more than 5 billion yuan, more than 2 enterprises with an output value of more than 1 billion yuan, more than 3 enterprises with an output value of more than 500 million yuan, more than 10 enterprises with an output value of more than 100 million yuan, more than 5 new high-tech enterprises, and 2-3 listed companies; more than 5 new national or provincial industry standards will be formulated, and more than 10 new national and provincial enterprise brands will be created.<\/p>\n 4. Smart (green) manufacturing. Key Tasks<\/p>\n (I) Clarify the spatial layout and improve the per-mu benefit. Ensure the land demand of the project, fully support the delineation of the development direction area of Yiyang High-tech Zone, and ensure that the carbon-based industrial park is included in the development direction area. Scientifically plan functional zoning, and compile a detailed plan for the Carbon Valley Industrial Park with high standards (a total of 2,700 mu of planned land), ensure the implementation of Jinbo Co., Ltd.'s expansion and its subsidiary projects, guide the coordinated development of related carbon-based composite materials companies, and promote the upgrading and integration of the industrial chain. Focus on the demand for carbon-based composite materials in key areas, encourage leading enterprises such as Jinbo Co., Ltd. to take the lead in carrying out technical research and new product development such as the preparation of core "bottleneck" carbon paper materials for fuel cells and the collection and storage of hydrogen-rich exhaust gases, and continue to expand the application areas of carbon-based composite materials products. Recommend a number of key products to be included in the "Five 100" product innovation project, and promote their inclusion in the manufacturing power province project library. By 2025, the total investment in related supporting construction shall not be less than 1 billion yuan, providing strong support for the formation of new agglomeration effects and growth momentum. Accelerate the construction of Yiyang Chuanhua "Highway Port" Logistics Project (Phase II), and strive to put it into use before the end of 2025.
