In order to thoroughly implement the spirit of "Opinions of the Guangdong Provincial Committee of the Communist Party of China and the People's Government of Guangdong Province on High-quality Construction of a Manufacturing Power Province" (Yue Fa [2023] No. 7), adhere to the manufacturing industry as the main body, and further promote the high-quality development of our city's real economy, this implementation plan is formulated in light of our city's actual situation.<\/p>\n

I. General requirements<\/p>\n

(I) Guiding ideology. Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th CPC National Congress, thoroughly implement General Secretary Xi Jinping's series of important speeches and instructions to Guangdong, fully implement the requirements of the provincial party committee and the provincial government to adhere to the work of "manufacturing as the master", earnestly implement the five major improvement actions of "big industry", "big platform", "big project", "big enterprise" and "big environment", implement the "thousand, hundred and ten" project of industrial revitalization and manufacturing, focus on manufacturing as the master, strengthen and optimize the real economy, achieve effective improvement in quality and scientific growth in quantity, strive to be the vanguard of "manufacturing as the master" in the east, west and north of Guangdong, and contribute Yangjiang's strength to Guangdong's leading position in promoting Chinese-style modernization.<\/p>\n

(II) Development goals. By 2027, the manufacturing industry will reach a new level of development, the added value of the city's manufacturing industry will exceed 35 billion yuan, the added value of advanced manufacturing industry will account for more than 35% of the added value of industrial enterprises above designated size, 7 enterprises with a value of over 10 billion yuan and 70 specialized and new enterprises will be realized, and 2 advanced manufacturing clusters with a value of over 100 billion yuan and 6 with a value of over 10 billion yuan will be formed. 2. Implement cluster strengthening and chain upgrading actions to achieve new breakthroughs in industrial capacity<\/p>\n

(III) Construct a layout for high-quality development of industrial regions.
